Allen Peters

Chief Executive Officer

Allen Peters joined Raleigh General Hospital in August, 2011 after serving as CEO of Valley View Medical Center (VVMC) in Ft. Mohave, Ariz., also part of the LifePoint family of hospitals. While there, he led the organization through a $1.2 million expansion of the hospital's ED and an $8 million, 25,000-square-foot expansion and renovation of several other hospital departments, including a state-of-the-art pediatric unit.

Also under Peter's leadership, VVMC was recognized with LifePoint Hospitals' annual High Five Award for operational excellence for two consecutive years. In 2009, the VVMC team received the companywide award from among more than 50 LifePoint hospitals, and in 2010, it was named the top hospital in LifePoint's National Division, from among 11 hospitals in Alabama, Arizona, New Mexico and Wyoming.

Peters holds a Master of Science degree in health care administration from Kennedy-Western University in Cheyenne, Wyo.; a Bachelor of Science degree in nursing from Northwestern State University in Natchitoches, La.; and an Associate of Science degree in nursing from Louisiana Tech University in Ruston, La. He is a member of the American College of Healthcare Executives.

Peters and his wife Susan live in Beckley with the two youngest of their four children.


Jim Bills

Chief Operating Officer

Jim Bills joined the Senior Administrative Team at Raleigh General Hospital as the Chief Operating Officer in December, 2008. Jim began his career with Healthcare Corporation of America (HCA) in Internal Audit. He moved to a controller position at Skyline Medical Center in Nashville, Tennessee. After three years, he was promoted to Chief Financial Officer for Texas Orthopedic Hospital in Houston and served there for the last five years. In addition to being the CFO, Jim was in charge of several other ancillary departments that included dietary, housekeeping and rehab services. Jim and his wife Lara have two children, daughter Sara Margaret, nine and son Calloway, 5. Jim enjoys running, coaching his children's soccer teams, and being involved in the community and church.



Tom Thompson

Chief Financial Officer

Tom Thompson is the Chief Financial Officer at Raleigh General Hospital. Tom has 23 years of healthcare experience, which included stints as Chief Financial Officer of both Plateau Medical Center in Oak Hill, West Virginia, and St. Joseph's Hospital in Parkersburg, West Virginia.

Tom was selected to serve in 2012 on the CFO council for Lifepoint Hospitals.

His wife, Rose, is a fifth-generation West Virginia native from Summersville, and is a graduate of Marshall University. During 2012 Tom and his wife bought 42 acres in Nicholas County, West Virginia, to build a home and prep for a future retirement farm.They have two adult daughters.



Reba Celsor, RNC, MBA

Chief Nursing Officer

Reba Celsor joined the Senior Administrative Team at Raleigh General Hospital in January 2012. Before becoming a part of the Raleigh General family, Reba served as the Chief Nursing Officer at Putnam Community Medical Center in Palatka, Florida.  In her role there, Celsor oversaw a variety of clinical and non-clinical areas.  Prior to that, she was the Director of Clinical Operations for the American Division of LifePoint Hospitals.  In that role, she served as the corporate clinical and quality resource director for twelve acute care hospitals located in Tennessee, Louisiana and Utah. Celsor was also responsible for leading a company-wide Perinatal Improvement Initiative and acting as a Subject Matter Expert resource for all LifePoint Hospitals that offered obstetrical services.

Reba received her Associate in Applied Science of Nursing degree from the University of Kentucky-Hopkinsville Community College, her Bachelor of Arts, Management and Human Resources from Trevecca Nazarene University and her Master of Business Administration, Healthcare Management from Colorado Technical University.


Ronald L. Rejzer, M.D.

Chief Medical Officer

Raleigh General Hospital is pleased to welcome Ronald L. Rejzer, M.D., to our Administrative Team as the hospital's new Chief Medical Officer. Dr. Rejzer earned his Doctorate degree at the Hahnemann Medical University in Philadelphia, graduating with honors and was a member of the AOA medical honor society. He completed his internship and residency at the Medical College of Virginia/Riverside Hospital Healthcare System. Following residency, Dr. Rejzer practiced Emergency Medicine for almost 20 years in Newport News, Va.

Dr. Rejzer is currently a Diplomat of the American Board of Emergency Medicine and a past Diplomat of the American Board of Family Practice. Dr. Rejzer is an active member of the Society of Hospital Medicine; the American College of Physician Executives; and the American College of Emergency Physicians.

In his off time, Dr. Rejzer enjoys many outdoor activities including hunting, fishing, and scuba diving. Additionally, he enjoys traveling and is an instrument rated private pilot.


Rebecca Segal

Assistant Administrator

Rebecca Segal came to Raleigh General Hospital in June of 2009 to complete her residency as part of the Master’s of Health Administration program at Virginia Commonwealth University. She was promoted to Assistant Administrator in May 2010.  Prior to moving to Beckley, Rebecca had a career with Mary Washington Healthcare, a non-profit health system located in Fredericksburg, VA.  She began her career in 2000 starting as a Patient Accounts Representative.  Over the years, Rebecca transitioned upward into a variety of positions within the Revenue Cycle and Decision Support, with her last position being a Managed Care Analyst, negotiating managed care contracts for the entire health system.

Rebecca holds a Master’s of Health Administration from Virginia Commonwealth University as well as a Bachelor’s of Science in Business Administration from the University of Mary Washington.

Rebecca and her husband Rick live in Beckley with their dog and two cats.  In their spare time, they enjoy camping, hiking, travel, fine-dining, and watching sports including Virginia Tech and Redskins football.
